Executive TeamAlan J. Mathis, President and Chief Executive Officer Mr. Mathis joined Liberation Programs in May 2006 after nearly 18 years in social services in the government and non profit sectors in NYC. He served as President and C.E.O. of the Lower Eastside Service Center, an agency providing mental health, chemical dependency and permanent supportive housing, and the Lower Eastside Service Center Foundation, with responsibilities for managing and developing social ventures. Mr. Mathis' career managing direct care services began at Mount Sinai Medical Center's Narcotic Rehabilitation Center, NYC where he served as Director of one of the nation's first drug treatment programs to integrate mental health and primary medical care services for underserved substance users. During his career he served as Secretary of NYS Association of Alcoholism and Substance Abuse Services and Chair of the NYC Federation of Mental Health, Mental Retardation and Chemical Dependency Services. He currently serves on Connecticut's Alcohol and Drug Policy Council and the Board of Directors of the Regional Youth Adult Social Action Partnership in the Greater Bridgeport Area. Mr. Mathis graduated from Kean University, New Jersey with a Bachelor degree in Political Science and earned a Master of Science in Public Policy and Management from the State University of NY at Stony Brook. As a Sloan Fellow, he studied public policy at the Kennedy School of Government, Harvard University and the Humphrey Institute at the University of Minnesota. He resides in Norwalk.
Frank Farias, Chief Financial and Administrative Officer Mr. Farias joined Liberation Programs in December 2001 with over twenty three years of progressive healthcare financial management experience. He played a leading role in returning the Agency to financial viability and reinvesting in the organization's human resources and information technology infrastructure. Mr. Farias was recruited to Liberation Programs from Arms Acres, Inc., one the tri-state area's premier proprietary behavioral healthcare organizations, where he served as the Associate Executive Director. While at Arms Acres, Mr. Farias was responsible for the administrative, financial, and operational areas of the organization and is widely credited with increasing profitability each year during his tenure and enhancing client core services. According to Mr. Mathis, "few accountants possess Frank's practical understanding of healthcare financing and clinical treatment, all of which he amassed working steadily through the ranks. We are glad to have Frank onboard." Mr. Farias resides in New Fairfield with his wife Eirene and two teenagers.
Cary Ostrow, MS, LMFT, Chief Program Officer Mr. Ostrow has been with Liberation Programs since 1992. Prior to his current responsibilities, Mr. Ostrow served in various capacities within the agency as: clinician for adults and adolescents, Director of Stamford Family & Youth Options, Director of Stamford Outpatient Services, Vice President of Outpatient Services and Vice President of Quality Systems. During his tenure, Mr. Ostrow has provided supervision for over forty staff and interns and helped develop the agency's outpatient program structure. In 2003, Mr. Ostrow led the team that brought the agency its first national accreditation with the Commission on Accreditation of Rehabilitation Facilities (CARF), attaining the highest award possible. Mr. Ostrow received a Bachelor's Degree in Psychology from Clark University, in Worchester, MA and a Master's Degree in Marriage and Family Therapy from the University of Bridgeport. In addition, he is a licensed Marriage and Family Therapist and has been a CARF surveyor since 2004, reviewing over two dozen opiate addiction treatment clinics across the country. He resides in Southbury.
Judith A. Bell, Vice President of Quality and Medical Services Ms. Bell joined Liberation Programs in October 2006. She brings with her 25 years in clinical nursing and health care management. Ms. Bell's clinical career was in renal dialysis and kidney transplantation. She co-developed and directed the kidney transplant program at Einstein College of Medicine in the Bronx. Her career in health care management began after graduate school in the field of managed care. At Aetna Health Plans she specialized in clinical program development and then managed health service operations at Travelers tri-state health plan. She trained at both Crosby and Juran Institutes for Quality Management and applied those skills as a senior consultant for Foster Higgins/Mercer Consulting. When the State of Connecticut shifted the Medicaid program into managed care, Ms. Bell was recruited to develop and manage the quality over-site program for the department of Social Services and the Legislature. Prior to beginning a career in health care, she applied her nursing education as a Vista Volunteer at the Southside Settlement House in Chicago and at Newark City Hospital. She also served at the Red Lake Reservation Clinic in Northern MN. Ms. Bell graduated from St. Mary's School of Nursing, Rochester, MN. She has a Bachelor of Arts in Liberal Arts from Sarah Lawrence College and a Master of Public Health from the Yale School of Medicine, Department of Epidemiology and Public health. She resides in Westport.
Ms. Johnnie Malloy, Sr. Vice President of Development, Marketing & Communications Ms. Malloy joined Liberation Programs on June 1, 2010 after 13 years with St. Luke’s LifeWorks in Stamford. At St. Luke’s LifeWorks she served first as Director of Marketing & Communications for two years and then as Chief Development Officer for nine years before being recruited to take charge of rolling out the agency’s learning and education initiative as Chief Learning Officer in 2008. In one short year, the number of clients engaged in the learning program more than doubled. A native of Houston, TX, Ms. Malloy has a Bachelor’s Degree with a double major in English and Journalism from the University of Houston as well as certification in secondary education. Her background includes more than 10 years in the film, video and cable sports industry. Prior to coming to Stamford, she served as head of marketing and communications for San Jacinto Girl Scouts, the nation’s largest Girl Scout council which covered 13 counties and served 35,000 girls. She moved to Stamford in 1996 with her husband Shaun and two daughters, Lee and Michael.
Mary Cerreta Mousch, Vice President of Human Resources Ms. Mousch joined Liberation Programs in January 2010 as the Director of Human Resources, and was promoted to Vice President in May 2011. She brings over 15 years of experience in Human Resources, specializing in HR for behavioral healthcare organizations. Her previous employers include Bridgeport Hospital, Hall-Brooke Behavioral Health Services (now St. Vincent’s Behavioral Health), Cornerstone, Inc. and The Connection, Inc. She holds a Bachelor’s Degree in Human Services from Albertus Magnus College and attended graduate school at the University of Bridgeport, where she is completing her Master’s Degree in Counseling & Human Resources Development. She is a member of both the Southern Connecticut Chapter and the National Society for Human Resources Management (SHRM). She is originally from Fairfield, and currently resides in Shelton with her husband David. They have two sons, Dylan and Dale.
